Our vision was born from our desire to improve the quality of life for neighbors & friends of the Bouldercrest Overlay community.

Our Story
On June 10, 2025, at a combined meeting of the Cedar Grove Neighborhood Association and the East Conley Zoning Committee, community residents of the Bouldercrest-Cedar Grove-Moreland Overlay, decided to form a steering committee with the help of Commissioners Massiah and Terry to create a Small Area Plan as designated in The Dekalb County Comprehensive Plan.
Thirty-five residents agreed to work together to work with a Master Planner provided by the county to develop the foundation of a plan to improve amenities, and opportunities for neighborhood cohesiveness, using the principles of conservation, walkability, and community connectivity. We now have two Master Planners to provide the expertise in urban and suburban planning. The design of the plan is supported by both our commissioners and funded through your tax dollars. The committee has agreed to stay together to make sure the plan is developed, funded, and implanted within the next-five years and is forming a non-profit organization to better meet the challenge, of sustainable land and economic development.
We invite all business owners, church leaders, and members, civic and social organization members, seniors and teens, families, and single residents to work with us as partners as
we move forward.

Working towards the Bouldercrest Corridor Small Area Plan
Our Mission
The Bouldercrest Corridor Small Area Plan (SAP) Steering Committee is dedicated to guiding the thoughtful development of the Bouldercrest-Cedar Grove-Moreland Overlay communities. We strive to preserve our natural environment, protect open space, promote walkable, family-friendly neighborhoods, small scale development and encourage locally driven business growth while preventing poor-quality development. Through inclusive collaboration with residents, schools, youth, and local leaders, we seek to amplify community voices, encourage active participation, and ensure that future growth reflects the shared values, history, and aspirations of our neighborhoods.

Key Partners
The Bouldercrest Corridor Small Area Plan is strengthened through close collaboration with Commissioner Nicole Massiah and Commissioner Ted Terry. Their leadership has helped center resident voices, elevate community priorities, and ensure transparency throughout the planning process.
Together, they have supported robust outreach, data-informed policy discussions, and alignment between neighborhood vision and county action.
These partnerships reflect a shared commitment to equitable development, environmental stewardship, and long-term community benefit along the Bouldercrest Corridor.
